Marriage records in Ohio are created by county probate courts. If you do not know the county of marriage, you can try to place the couple (and their families) in the US Federal Census around the time of the marriage and hope that they did not travel to another county (or state) for the marriage.

Many courthouse records in Ohio were filmed by the Church of Latter Day Saints and can be viewed on their website, www.familysearch.org. You can browse the collection on Family Search by county using the link at the bottom of the page, Ohio, County Marriages, 1789-2013.
